The first decade of 21st century is reaching to its end. The domestic and external circumstances of China are all experiencing profound change.

Because of the strike of financial crisis, the international community seems to cease their endorsement of the human rights in China and decrease the scale of democratic movements in support of related Chinese force. The China Communist Party in 2009, like the Nazi in 1930s and The Soviet Union Communist Party, gained its pride under the disastrous situation in the world and started to have their hands everywhere, as if they will promote their autocratic and tyrant “Mode of Development” to the whole globe. However, this is just one aspect of a truth.

At the other aspect of the truth, it shows a completely different view: the force of democracy inside China is growing stronger and stronger together with the “Rise of China”. The growth of China’s national power meantime gives impetus to the enhancement of China’s democratic forces. The Academy of Social Sciences in Beijing has published the 2010 social blue book “The Analysis and Forecast of China Society in 2010”. In this book, it has to admit that internet, combined with cell phone, has become the source of independent news report and social discussion, which is already the “Most Powerful Bearer of Public Opinion”. Seen from this, the forces of democracy from China’s civil society are growing day after day. The historic opportunity to provoke a democratic reform inside China has come!

Summarize 2009

2009, the penetration of internet has reached 26% in China, which is higher than the average rate of the world. The discussions on internet cover much diverse topics after the rise of blogs. Though the CCP controlled government implemented a lot of strength to block the internet, the Chinese society can’t be isolated from international community anymore.

CCP’s instrument of opinion control has lost its power or delayed in action because of the restrictions from its party stereotype. Meanwhile, China’s forces of democracy find its way directly into Chinese society through internet. The effective stages for exposing shady realities and mobilizing public opinion are then set up. Using the wired internet and wireless cell phone as media, democrats can conveniently spread information through their phone. The information nowadays is not limited to words only, pictures and videos shot at the scenes can be easily seen too. Our headquarter of China Democracy party and “China Democracy Journal” in New York, receives reports and news from China often, including articles, pictures and videos.

The micro-blog in China is a representative phenomenon and has been especially active through 2009. Differed from the western bloggers who write more about their daily life, bloggers in China focus much more on current social affairs in the oppressed atmosphere of speech. Chinese bloggers successfully break through CCP’s autocratic information barrier. Many times, they give out large amount of first-hand information before CCP manipulated media start their so-called “News Publication”. Bloggers and internet have been the most powerful media to break the tyrant and autocratic blockade of CCP.

According to the statistics from the five largest websites in China, five reports on hot events which received more than 10,000 following answers are: “Case of Yujiao Deng in Badong, Hubei”, “Strike on Organized Crime in Chongqin”,        “Event of ‘Escaping’ in Jinning, Yunnan”, “Malfeasance of the Department of Transportation in Shanghai” and “Criterion and Cure of Internet Addiction”. These hot events have things to do with a series of significant social problems, such as the protection of citizens’ civil rights, supervision on public power, maintenance of social order, promotion of public morals and so on. The active participation of China’s democratic forces into the social affairs is fully presented.

Facing the threatening situation, the autocratic group of CCP is extremely terrified. Their continuous wars with the democratic force on the internet have never ceased and even aggravated. The CCP has invented and is promoting a way to squelch its dissents, that is, to sentence the political prisoners to a criminal charge. They frame up these dissents by using unscrupulous means. From the beginning of 2009, the secret agency of CCP has already shut down 6972 websites and related columns, deleted more than 1,250,000 messages and arrested 3470 internet users. The democratic forces realize that CCP is reinforcing their control over internet through a series of actions in name of “eliminate porn”. As a result, the space for speech freedom is compressed.

The “SARFT (State Administration of Radio, Film and Television)” in Beijing uses the “Certification of Information Distribution on Internet” as its butcher’s knife to strangle a lot of websites which provide audio-visual programs. Under its influence, the famous website of downloading videos “BT China” was shut down and another popular website for watching dramas “Very CD” also mysteriously disappeared for a whole day. In last two years, SARFT has shut down more than 530 websites of audio-visual programs.
                        
When CCP controlled government intensifies the “Clearance of Internet” and shuts down series of BT websites, the internet users are doubtful of these actions. A large website like “BT China” has daily visitors of more than 250,000 and scanners of 800,000. The absence of these websites means the era of free downloads for Chinese people has come to its end. As a matter of fact, it’s not only the entertainment websites get closed, foreign websites such as social website “ Facebook”, blogger “Twitter”, video site “Youtube”, domestic websites including blogger “Jiwai”, “Fanfou”, are all barred for reason of spreading unexamined information about society and politics.
                        
In the eyes of democratic forces, the autocratic government proposed targets of “oppose porn”        and “oppose piracy” are not the real reasons why they intensify their actions. The undermined reason of the government is to finally restrict the distribution of information on the internet by conducting all kinds of so-called remediation activities. August, 2009, under the severe pressure from international media, the CCP controlled government gave up the plan of installing a spy program “green dam” in every newly sold computer. But the authority never discards their conspiracy of controlling websites. Their actions illustrate the desire for social democracy and speech freedom in China has imposed heavy pressure on the government. However, these multiple blockades cannot murder the growing democratic force in the heart of the new generation of Chinese youth. The democratic force has achieved freedom by “climb over the wall”. They employ special program to bypass the information firewall of the tyrant government and look the forbidden foreign websites.

Forecast 2010
                        
Before the New Year of 2010, China’s democratic forces have to face a new limitation: personal users are not permitted to register websites inside China. That is the evil method implemented by CCP on purpose of eliminating the freedom on China’s internet. Their vile intention is so extreme, just as their cruel behaviors in the “Tiananmen Massacre” twenty years ago. The CCP dares to do against common morals, because they are fear of the retribution to their crimes. Today’s China is full of potential crisis and the social contradictions e more and more frequently.        
                        
The “Social Blue Book of 2010” written by the Academy of Social Sciences also acknowledges this fact: the unceasing appearance of mass incidents is due to the accumulated resentment inside ordinary people. The especially noticeable situation in 2009 is that many incidents appeared for a second time last year, such as the “Event of Shishou, Hunan”, which is almost a repetition of the “Wenan Event” in 2008. To speak in detail, a middle school girl was drowned in Wenan and a young chef jumped to death in Hubei. The familiar point between the two incidents is, when the public are discussing their death, the CCP declared the cause of their death as “unnatural death”. Yet, after the spread of the news on the internet, people started to doubt the real reason-- “murder or suicide”? The CCP then did their autopsy and considered them as “suicide”, which can’t gain trust from the public. However, the relatives of the death protected their bodies as long as 30 hours. Though local test didn’t work at first and then went to province, the incidents finally became an event of mass group. Houses and cars were burned and police used violence against common people. For sure, “Shishou Event” hasn’t been so severe as “Wenan Event”, but the process and logic of the event is similar. That is, the officials are always wrong and people are correct. It’s the immoral behaviors of the evil officials made ordinary people can’t afford it anymore and have to rebel.        
                        
The official scholars of CCP called these mass incidents of people as “non-hierarchical and not directly benefited mass conflicts”. “Non-hierarchical”        means the people involved in the incident resisting violence come from various aspects of the society. “Not directly benefited” means the people received no immediate interest from the event. All the people participated for the benevolence of eliminating unfairness and assisting the weak. As a conclusion, there has been a giant tinderbox buried in the foundation of Chinese government and it will explode to fire once there is a potential fuse. The vile behaviors of CCP, no matter the political persecution 30 years ago or the economic robbery 30 years later, have accumulated a lot of contradictions and problems. From company reform, house demolition, land requisition, money collection and other ways, the CCP has owned the people large amount of debts. If these problems can’t be resolved in time, the resentment of people will deepen. Once any incident happens, the whole population will get together to attack it. Consequently, there appear the so-called non-hierarchical and not directly benefited mass conflicts”.
                        
The “Lassa Incident”        in 2009 and “Urumqi Incident” in 2009 have the same innate character that it’s the vile behaviors of CCP incite the resentment of people.
                        
According to our analysis of influential incidents in 2009, the incidents caused by the explosion of secret information on internet made up 30% of all the events. One third of public discussions start from the internet. Internet is a independent source of news and discussion now! China Democracy Party and “China Democracy journal” exert great efforts on the changes. Our party extends our movements from internal to external China. “China Democracy Journal” reached out everywhere to thousands of mailboxes.        
                        
Because of the continuous progress of the democratic career in China, the China Communist Party is extremely feared of the democratic force in China. They designated spies again and again to give out deadly threats to headquarter of China Democracy Party and “China Democracy Journal”. Even in New York, the centre of the democratic world of USA, we have received letters of fatal threats, a 1 foot long knife, a branch of yellow chrysanthemum for mourning dead people and varies terrible information. However, frequent as their deadly threats are, the arrival of a democratic China is not far away. The CCP doesn’t spare to reach its evil hands to USA. It shows that China Democracy Party and “China Democracy Journal” are making CCP in plight and languished. Democracy has already vacillated the foundation of China’s autocracy. When terrorists act more rampantly, their masters are sitting on the craters.        
                            
In today’s dark before dawn, we have to consider the members of China Democracy Party and “China Democracy Journal」 working inside China. Their situations are much more dangerous and difficult than us, so we must assist them actively. Our support should not only do from moral perspectives, but also accumulate donation and rescue the persecuted----Because the responsibility of our democratic force can’t be discarded. Our goal is as follows: In 21st century, realize democracy in China and establish a democratic China!
