Ask for Democracy and Abolish Oligarchy

Mr. Jintao Hu,
On October 10, 2007, the Hong Kong Center Communication Organization reported according to “Cited Informers in Beijing”: Chairman of CCP Hu, Jintao will not assign a successor in the 17th National Representative Conference of CCP, not even in the future. The majority of Chinese regard it a progress of Chinese society. However, we China Democracy Party members consider it a sign of CCP’s transforming from autocracy to oligarchy in the political system of China. Therefore, we have to congratulate Mr. Jintao Hu: No matter you are positive or negative, you do stand at a historical cross point of change.
The first feature of autocracy is the assignment of successor by former leaders. CCP’s behavior of assigning successor started from its tyrant founder Mao, Zedong. Afterwards, next tyrant leader Deng, Xiaoping assigned his successor. After his death, Jiang, Zemin was able to take his position as follower, but not capable of grasping true political power as his mentor. Because according to the second important feature of autocracy, the dictator is not willing to completely hand over his power to the successor out of jealousy. Moreover, they even kill their own successor. This disadvantage of autocracy triggers the third feature, that is, new dictator will kill people to establish his prestige and threat his enemies. To confirm their own personal authority, they put the country into circular fights, reforms, clearance and bleeds. Though Deng, Xiaoping has abandoned the lifetime leadership, he himself still seizes power tightly until his death. Until nowadays, the internal and external environment of China has changed significantly. Since you Mr. Hu, Jintao took the position as chairman of CCP, you have promoted the idea of “Rule Nation by Laws” and “Political Science and Democracy”. The media hope democratic policy to become an irreversible trend of China. The tyrant tradition of assigning successor must end up. I think you understand this principal as well.
According to news reports, CCP’s central political office held a meeting recently. This meeting is aimed at discussing the works done since No.16 National Conference. They repeated CCP’s democratic centralism and kept on collective discussion and decision upon important problems. This action has shown important information that CCP’s higher levels determine to promote democratic policy. “Collective discussion and decision upon important problems” has become a system instead of mere vain words. We believe the tyrant system of CCP has already stepped out of historical stage. What causes our caution is that the oligarchy of CCP is advancing onto the historical stage. We China Democracy Party thinks that even though oligarchy is kind of progress in comparison with autocracy, nobody should be satisfied enough and stop expecting more progress. We must keep on moving towards a democratic system. Only by this can you, Mr. Jintao Hu, really become a world-class politician. Otherwise, no matter what we say, such as “Collective discussion and decision” or “Inspect and train a team”, all are inside the scale of oligarchy, which is totally against the trend of democracy. We China Democracy Party member consider that only by setting abolishing autocracy and oligarchy as the ultimate goal, can the two golas of “Hu, Jintao leads democratic establishment inside CCP” and “Hu, Jintao leads CCP to more open and democratic way” be really trusted. Only after the abolishment of autocracy and oligarchy and behave inside the scale of laws, can “Transformation from revolution party to administration party be accomplished” and “Promotion of Social Harmony” be fulfilled. As a matter of fact, early in March, 2007, Voice of America reported: The political theory specialist of CCP Li, Junru pointed out that there is no problem of assigning fifth generation successors after an emphasis on inner-party democracy done by CCP. Different factions of CCP leader level and a share of power will be the new trend. From now on, those who are good at balancing and compromising interests of all factions and are accepted by all will become new leaders of CCP. Obviously, his sayings remain on the level of oligarchy system. Overseas media commonly consider the political competition under an oligarchy system lack of justice and legitimacy, which in turn shows that China’s process of political democratization still belongs to the primary and early stage. However, the direction it’s approaching should be recognized as positive. This changing trend can continuously lead to a more systematical political system in China. Therefore, some people hope that Mr. Jintao Hu can adopt a gradual approach in picking the fifth successors, so more potentially talented people and groups can have an access to CCP’s politburo and make up a succession group. Inner-party democracy will elect successors by elections incised the party. This process gradually leads to establishment of democratic succession system. Nevertheless, seen by us China Democracy Party members, the democratic system can’t only be the elite politics. It should also be grass-roots politics. CCP’s deeds have the open side that different interest groups can find organizations and leaders to protect their benefits. As a result, process of democratization will have a start and a prelude. Especially ordinary Chinese people need to elect their own representatives to protect their interests and the rights to survive.
We China Democracy Party members hope that during your term of administration, Mr. Jintao Hu should abolish oligarchy and realize inner-party democracy directly. The CCP members can elect central committee and central politburo members by themselves, even much higher levels of leaders can also be elected. This is my expectation for the political process after CCP’s 17th central conference. I believe, if you can’t confirm the realization of the process, the remains of CCP’s tyrant system can’t be eliminated. The oligarchy of CCP won’t break off. CCP has to face the democracy reform tide at the end. Autocracy, darkness and corruption must be eliminated completely! A democratic China must be established! China needs integration with international civilization. Every Chinese should live with human rights and dignity! All these are the urgent hopes of ordinary Chinese and are also the historical trend. Which way to choose, hope Mr. Jintao Hu to consider seriously.
