The CDP member He, Depu, male, from Beijing. He was born on Oct 28, 1956, Han ethnic, worked in Social Sciences College in Beijing. He attended “Xidan democratic wall” movement in 1979, and was the chief principal of the editorial department of the folk magazine <Beijing Youth>. Mr. He, Depu’s was a backbone who actively involved in democratic movements in China. He took part in the preparation of the establishment of China Democracy Party in 1998. After CDP was banned by China Communist Party, He, Depu was monitored by the police. During the “sensitive periods”, the police frequently warned He, Depu not to speak and mass around, sometimes he was brought to rural areas, or put him under house arrest. He also was summoned or held in custody because he attended CDP activities and Christine seminars. In recent years, he often wrote articles to call on democratic politics.
In March 2000, He,Depu was dismissed for the excuse of disqualification in job ratings in 1998 and 1999 by Beijing Social Sciences College. Beijing Social Sciences College determined He, Depu’s job rating was unqualified in 1995 due to his unqualified political rating. Before the 16th National Congress (held on November 8, 2002), He, Depu signed a public letter of “Welcoming a ruling party which can keep up with times and push democratic politics”, and called on CCP to have political reform.
The public letter had six suggestions to CCP, including reevaluation of “June 4” incident, allow overseas exiles to come back to China, renew former general secretary of CCP Zhao,Ziyang’s personal freedom, release innocent criminals and push open elections at county levels. On Nov 4, 2002, He,Depu was arrested by Beijing police at home. His house was searched and properties were confiscated, his computer, CDs, notebooks, address book, and CDP documents were taken away. He,Depu was not heard of since for 120 days. At 7:00 pm on March 6, 2003, police where He,Depu lived gave his wife detention warrant and warrant of arrest. He,Depu was detained on Jan 28, 2003, and was officially arrested on Jan 30, 2003, with the crime of inciting subversion of state power.
On Nov 6, 2003, CDP member He,Depu was sentenced 8 years imprisonment by “inciting subversion of state power”, and deprived political rights for 2 eyars.
On Jan 24, 2011, CDP member He,Depu was released from prison.

中国民主党人何德普先生
中国民主党人何德普,男,北京市人 1956年10月28日出生,汉族 原在北京社会科学院工作。早在1979年就参加了“西单民主墙”活动,是当时的民间刊物《北京青年》编辑部的负责人。何德普先生一直是活跃在中国民主运动的中坚骨干。1998年何德普参加了中国民主党的筹建活动。民主党被中共取缔后,何德普一直受到警方的严密监视,每逢“敏感时期”,警方都会警告何德普不要乱说乱动,有时或把何德普带到郊外回避,或把他软禁在家中。因参加民主党的活动和基督教科学讨论会等活动,何德普先生还多次被传讯或拘留。近年来何德普先生经常撰文呼吁政治民主化。

2000年3月,何德普被北京市社会科学院以1998、1999两年工作考核不合格为由辞退。北京市社科院早在1995年就以政治考核不及格为由,判定何德普当年的工作考核不及格。 中共“十六大”举行前夕(2002年11月8日召开),何德普参加了由全国17省市192名异议人士联名发表标题为“欢迎一个与时俱进推动民主政治的执政党16大的召开”的公开信,呼吁中共进行政治改革。

公开信向中国共产党提出6条建议,包括重新评价“六四”事件,允许海外流亡者回国,恢复前中共总书记赵紫阳的人身自由,释放良心犯和推动县市一级公开民主选举。2002年11月4日,何德普在家中被北京的公安逮捕。随后抄家,带走了何德普的电脑、印表机、磁碟、笔记本、通讯录及有关中国民主党的文件等物品。何德普被带走后120多天,杳无音信。2003年3月6日晚上7点多,何德普居住地西城区展览路派出所的员警交给何德普的妻子贾建英对何德普的拘留证和逮捕证。何德普已于2003年1月28日被刑事拘留,2003年1月30日被正式逮捕,被拘留和逮捕的理由均是涉嫌犯颠覆国家政权罪。

2003年11月6日,中国民主党人何德普被中共以“煽动颠覆国家政权罪”判处有期徒刑8年,剥夺政治权利2年。

2011年1月24日,中国民主党人何德普先生被释放出狱。
