Diplomacy Preferable to Military Strike on Syria, Obama Says

U.S. President Barack Obama says he overwhelmingly prefers to use diplomacy rather than a military strike to make sure the Syrian government's use of chemical weapons never happens again.

Obama appeared on six major American television networks Monday night to state his case for punishing the regime of Syrian President Bashar al-Assad. In an appearance on PBS television's NewsHour, he said a new Russian proposal to put Syria's chemical weapons stockpile under international control to avoid a U.S. military strike could be a potential breakthrough. The president said he has instructed Secretary of State John Kerry to talk to the Russians about specifics of the proposal.

Obama said he had an impromptu chat with President Vladimir Putin last week at the G-20 summit in St. Petersburg, Russia about the idea of securing Syria's chemical weapons. The president said his overwhelming preference would be to resolve the issue diplomatically.

Syria has welcomed the idea that it turn its chemical weapons over for destruction, to avoid a U.S. military strike. U.N. Secretary-General Ban Ki-moon also has endorsed the idea.

Meanwhile, late Monday Senate Majority Leader Harry Reid said the Senate would delay a vote to authorize the use of force against the Syrian regime. Reid said he would not take a procedural step that would have officially begun the Senate’s debate and set up a test vote on Wednesday. He added that he consulted with the president, fellow Democrats and the Republican leadership before slowing the timeline for the vote.

During his interviews, Obama said he believed the credible threat of a military strike has prompted Assad to consider whether it should make the move to surrender control of its chemical weapons stockpile.

Obama also acknowledged that a majority of Americans does not want the United States to take such action. But he argued once again that he believes it is in the long-term interest of the United States to ensure the international ban on chemical weapons is enforced.
