Communist Party Changes Party Leaders in Tibet Amid Worries of Tibetan Independence

Since July 2007 Beijing authorities have replaced ethnic Tibetan Party Secretaries in 54 out of 74 counties in Tibet. The move is viewed as a step to further strengthen Communist control of Tibet and to prevent "Tibetan Independence." The 54 new Party Secretaries are from other parts of China. [1]

According to Hong Kong＇s Information Center for Human Rights and Democracy, "China currently has very little trust in its ethic Tibetan cadres. The Party Secretary for Tibet, Zhang Qingli, recently criticized ethnic Tibetan cadres again for not being tough in the campaign to ＇Expose and criticize the Dalai Lama.＇"

The organization further said that China increased the number of non-ethnic Tibetan government and party officials by appointing 853 cadres from 17 provinces and cities to serve in Tibet for a three-year term.

The Communist Party maintains tight controls on religious practices and places of worship in Tibetan areas. On July 18, State Administration for Religious Affairs issued the latest regulation that bans Tibet＇s living Buddhas from reincarnation without permission from China＇s atheist leaders, effective September 1, 2007.[2]

Most Tibetans practice Tibetan Buddhism. There have been reports Tibetan authorities have tortured and imprisoned Falun Gong practitioners in Tibet just as they have elsewhere in China. [3]
