Hu Jintao Sees Many Challenges Ahead

On June 25, 2007, Hu Jintao, the Communist Party Secretary, the President of China and Chairman of the Central Military Commission spoke at the Central Party School of the Communist Party in Beijing. People's Daily issued a series of editorials about Hu's speech. The most recent editorial, published on August 15, 2007, was titled "Promoting Chinese Style Socialism amid Challenges." [1]

The August 15, 2007, editorial states that China's international challenges include, "a complex and ever changing international environment, increasingly intense competition for national power, growing unstable and unidentified factors affecting peace and development, and the pressure from economic, scientific and technologically advantaged developed countries, and further, that China will continue to face them in the long term."

According to the editorial, China's domestic challenges include, "unbalanced economic development in urban areas, the countryside and among regions;" the heavy pressure of population and resources; "problems in employment, social welfare, income distribution, education, health care, housing, safety in production and manufacturing, and public security; imperfections in socialist democracy and the rule of law;" and lack of integrity, low morality and rampant corruption in the government.

The editorial reports several reasons for these conflicts and problems: "We have not yet seen the effects of some policies. Other policies have not been fully implemented. Further, obstacles deep in our system's structure have not been removed, thus limiting our ability to fundamentally resolve these conflicts and problems."
