Beijing Municipal Government Requires Widespread Classes in National Defense Education

Effective September 15, 2007, the Beijing municipal government will implement a new regulation that requires national defense education among its residents. Government entities, the media, schools and residents' groups are required to provide national defense education. Scores of national defense education courses must be included in the student curriculum in high schools and colleges. [1]
On August 22, 2007, Xinhua News reported that on July 27, 2007, the Beijing Municipal People's Congress Standing Committee had passed the 33 article Implementation Regulation of National Defense Education Law of the People's Republic of China, which would be effective September 15, 2007.
Article 3 of the Implementation Reguation states that the Implementation Regulation is "to enable citizens to raise national defense awareness, gain a basic knowledge of national defense, learn necessary military skills, inspire and increase patriotic enthusiasm, and conscientiously carry out national defense duties."
"Article 5. Receiving national defense education is a citizens' right and obligation."
"Article 6. People's governments at various level in Beijing shall bear the responsibility for promoting the national defense education within their respective jurisdictions."
Under Article 7, education departments will be responsible for national defense education in schools, and specifically for directing and monitoring such programs in schools. Personnel departments will be responsible for national defense education among municipal government employees. Military recruiting departments will cover scouts, reserves and those not covered by education and personnel departments. The civilian defense department will be responsible for civilian air defense education. "Culture, press and publishing, radio and TV broadcasting departments will include national defenses in their work plans and provide national education to the general public with their functional areas....Trade Unions, the Communist Youth Leagues, the Federation of Women and other community groups shall use their own and assist People's governments in national defense education."
Chapter 2 addresses national defense education in schools. "National defense education shall become part of the curriculum for primary and middle schools." Specifically national defense education will be carried out via in class instructions, extra-curricular activities, youth military academies and military summer camps. For high schools and higher education institutions, the national defense education shall be carried out through in class instructions and military training. "Scores of national defense education courses shall be included in the student curriculum."
Article 17 requires Beijing Daily, Beijing People's Radio, Beijing TV, the Window to the Capital website and other media to establish designated channels/columns or provide special programming on national defense education.
Local residents' committees and villagers' committees shall provide national defense education to their respective residents and villagers, according to Article 19
Violations of the Implementation Regulation will be punishable by administrative disciplinary actions and the violator may be subject to criminal charges.
The new Implementation Regulation replaces a 1993 regulation.
