2008 was a disastrous year which has just passed in which China was offered five unprecedented “presents”: 1. Natural disasters (southern snowstorm, Wenchuan Earthquake, southern flood); 2. Man-made calamities (Jiaoji Railway Train Collision, Xiangfen Dam Collapse, Longgang Fire Disaster); 3. Turbulence (Weng’an Mass Turbulence, Tibet and Xinjiang Turbulence, Yangjia’s Killing Policemen, Longnan Mass Turbulence, Chongqing Taxi Driver Strike); 4. Health Crisis (Extremity Ostium Illness Epidemic Situation, Sanlu Poisonous Milk Incident, Guangyuan Orange Disaster); Economic Crisis (Global Financial Crisis, China Stock Market’s Wild Down, Real Estate Crisis, and Exporting Enterprises Closing Down Crisis). Negative energies that had long been accumulated were released violently within over 360 days, forming an unprecedented “Chinese Disaster Cluster”.
2009 Spring Festival is approaching. At this winter end and in this last month of the year, we China Democracy Party, China Democracy Party World Union extend our warmest blessings and greetings to our dear brothers and sisters, parents and local villagers and relatives throughout China. Let us make our efforts together to ensure our own rights and interests and promote progresses in China in the coming year!
In order to promote this progress, we have already collected 5,000 USD which we donated to Chinese democrats who are in Chinese prisons and right-maintenance person who suffered CCP persecution, including their families. Under the stern circumstances of current financial crisis, it is more necessary to carry out actual actions to take care and love these victims. Of course this is very hard to be done. However, we have done it sincerely! We will try our best as usual to donate and deliver our love! Chairman Jun Wang emphasized repeatedly: “To donate and deliver our love is to support Chinese democratic cause. It is also the best patriotic deed! We hope all of us show concerns for those who have made contributions to democracy and freedom! Since they are striving to work for the future of China! They sacrifice their own freedom for the freedom of our nation. We can never forget them! We will always learn from and respect these warriors who selflessly struggle for freedom!
In a blink, the powerful, influential, solemn and stirring 1989 Democratic Movement is already celebrating her 20th birthday. Over these 20 years, we have made many great progresses but we still have many shortcomings. In 2009 we will vigorously commemorate the 20th Anniversary of the 1989 Democratic Movement, and we should take actual action to support right-maintenance movement and religious freedom, and spread democratic philosophy. Chinese democratic movement needs to establish goals, recognize situations, expose CCP, awaken people, form organizations, and establish democratic country!
Presently China is at a historical crossroad, facing again the problem of “Where to go”. After 30 years growth, Chinese economy has experienced obvious slide-down: companies closing down, workers laid-off, farmers losing their lands, all kinds of social conflicts are getting more and more intensified and approaching the critical point of the breakout.
There are many anniversaries worthy of our remembrance: 90th Anniversary of May 4th Movement, 60th Anniversary of CCP’s National Establishment, 50th Anniversary of Great Famine, 30th Anniversary of Xidan Democratic Wall, 20th Anniversary of June 4th Incident, 10th Anniversary of Falungong…
At the close of this crucial moment, the 《2008 Charter 》was released on December 8th, 2008. In 2008, just on the eve of the 60th anniversary of “The People’s Republic of China” (1949-2009), the replaced horn has blown out: a democratic document similar to A General Outline of PRC’s Establishment has come into being.
《2008 Charter》 is a big event in this crucial historical moment of Chinese society’s transference currently. The Charter, which is based on universal human right criteria, proposes 19 creeds to the Chinese government on amendments in constitution, jurisdiction independence, freedom of speech and human right protection etc. It calls for all Chinese citizens with sense of responsibility, regardless of ranks or social status, to jointly promote changes in the Chinese society. Until now, there are more than 8,000 people have endorsed and supported the《 2008 Charter》, and the majority of those subscribers are domestic Chinese. Under the circumstances of CCP authority continuously suppressing right-maintenance movement, people are still signing in their real names to fully demonstrate their long for social and political revolution in China.
《2008 Charter》summarizes Chinese experiences within the century from 1908 to 2008. It is the essence of drawing on the wisdom of the masses. Beijing writer Qisheng Jiang, who was arrested and sentenced after June 4th in 1989 said, “In the process of the drafting and signatures of 《2008 Charter》, I was one of those who had known and participated in it. The earliest draft I had was dated January 17th, 2007, which was the 2nd year anniversary of Mr. Ziyang Zhao’s death.” Since then, the draft has experienced many transformations during two years. On November 14th, 2008, the version was finally named 《2008 Charter》. On the eve of World Human Right Day on December 10th, 2008, there were 303 first group subscribers promulgated solemnly to the whole world。
《2008 Charter》 is not isolated, but with a historical heritage. On December 21th, 2006, Chairman Jun Wang publicly released an article entitled 《From Right-Maintenance Movement to Democratic China》, which shows outstanding vision and significant leading meaning. It is of great value in that it proposed as early as December 2006 philosophy of “Centennial Constitution” and “Establish Country Democratically”, which are exactly the similar as 《2008 Charter》 (published on December 8th, 2008). Chairman Jun Wang led over 100 members of China Democracy Party to demonstrate in front of CCP’s Consulate General in New York to protest against CCP’s persecution of subscribers of 《2008 Charter》.
This is support and encouragement to 《2008 Charter》 as well as a warning to CCP authority: Do not suppress subscribers of 《2008 Charter》. We China Democracy Party members have already proposed such creeds of democratic constitution, and we are the strong backup force of 《2008 Charter》.
《2008 Charter》 pointed out that the “New China”, which was built in 1949, is a nominal “People’s Republic Country”, but in essence, it is “the Party’s world”. The governing party has monopolized all political, economical and social resources and produced a series of human right disasters including The Anti-right, Great Leap, Cultural Revolution, June 4th, suppressing civil religious activities and right-maintenance movement, which resulted in dozens of million people’s deaths. Both citizens and the nation have paid extremely lot for that. 《2008 Charter》 clearly advocates that “to establish the Federal Republic of China under the structure of democratic constitution”.
The following day when 《2008 Charter》 was spread abroad, Chinese scholars overseas and people from various circles all responded positively. Yingshi Yu, Jin Ha and others all showed support in the form of open letter with affixed signature. They claimed publicly that 《2008 Charter》 is a “collective expression of people’s political opinions which has been rarely seen in recent years”, which let us see “the awakening of civil rights consciousness, promotion of courage and enhancement of strength in China”. It is hoped that “Chinese authority can listen to the call of the society and envisage people’s will, accept good advices, and launch systematic reforms advocated in 《2008 Charter》. This shows the consciousness of “construct country democratically” is on the upsurge and has become the “common creed” for people with lofty ideals both inside and outside China. What our consistent wish is to let a new China--the Federal Republic of China replace the decayed and downfallen “the People’s Republic of China” as soon as possible.
“The Federal Republic of China” did not come into being all of a sudden, nor did it come from nowhere. As early as January 31th, 1994, also out of collective wisdom, a 《Constitution of the Federal Republic of China》 was created. It solemnly declared that “In order to terminate autocratic politics in Chinese history, change the central power system, establish rule of law, safeguard citizens’ freedom and rights, promote benefit for all the people, maintain peace and well-being for all nationalities and regions, hence this Constitution is made.”
It is prescribed in Chapter I of 《Constitution of the Federal Republic of China》: “The Federal Republic of Chinese sovereignty belongs to all its citizens…All nationalities of the Federal Republic of China has their rights to maintain and develop their own cultures, religions and languages.”
It is prescribed in Chapter II of 《Constitution of the Federal Republic of China》: “People of the Federal Republic of China are all equal before law and enjoy no difference based on sex, origin, language, race, religion, property, parties and groups, or political opinions. People’s personal freedom is not subject to violation. Except legal stipulation on arrests of criminals, no one is subject to arrest or detention without juridical or public security institutions. Without legal procedures followed by court, no one is subject to interrogation or punishment. Arrest, detention, interrogation and punishment without following legal procedures should be refused and investigated. When a citizen is arrested to detention for criminal suspect, the arresting and detaining institution must inform the reason for arrest and detention to the citizen himself or his family members and relatives who is named by the citizen. It must be transferred to jurisdiction court proceedings within time limit as stipulated by law. The citizen or others can also apply to this jurisdiction court for interrogation from the detention institution within the time limit as stipulated by law. The court cannot refuse such an application. And the arrest and detention institutions must not refuse or delay court interrogation. Citizens’ residence is not subject to violation. No one can render forcible entry or search without legal procedures’ permission”.
The Federal Republic of China is a China which respects its own people, is a real People’s Republic country!
