Support letter to Dalai Lama from Chairman Jun Wang
— Memorizing the 50th anniversary of Tibetan protesting against violence

Respectful XIV Dalai Lama,

I have thanked you personally for a long time. Since you fight for all of Chinese people’s human rights and freedom with your huge international influence, and also appeal to global society: to strive for Chinese democracy!

Just in last month, February 13, 2009, you restated in Paris, the capital of France: International societies have responsibility to “bring China to the mainstream of world democracy”. Your declaration encourages a lot to Tibetan compatriots but to all of Chinese people. As what you said, China is actually very keen – and is very keen – to join world society. And also as what you expressed that international society indeed has the responsibility to bring China to the mainstream to world democracy. Your proposition has been received our highly recognition: the world “can never isolate China”, and “it is of great importance to take it into social mainstream and develop true relationship”. To bring China to civilization, you even affirmed that the “transparency” of CCP government in Sichuan earthquake in May, 2008, and meanwhile you indicated that “We hope transparency can be enhanced”, since CCP government “still disguise” on the problem of Tibet.

Your magnanimity grants you to find that “A biggest problem for CCP regime is fear. This is the evidence of weak.” So you warned CCP that “But you cannot stay out of this world. A closed society has no future. This is a matter Chinese interest.” It should be said that you speak out pro-democracy activists’ mind; we are very proud of such a spokesman like you!

Your insight for Chinese democratization has brought forth great repercussion to Han nationality. As far as I know, these repercussions can be summarized to three points.


1.It is human rights movement, not separatist activities

The struggle Tibetan fight for freedom is human rights movement, not separatist activity. February 25, 2009 is Tibetan New Year. Tibetan government in exile and some Tibetan organizations declared that they wouldn’t celebrate Tibetan New Year according to traditional form this year for the reason that they wanted to memorize those Tibetan who suppressed to death in China last year.

Tibetan Youth Congress declared that 2009 is “Black year”. The chairman Tsewang Rinzin said when accepted the interview from Voice of America: “We have made up our mind that we wouldn’t celebrate this year’s Tibetan New Year when confronting the hard situation of Tibetan people since March 2008 for the cruel suppression that Tibetan suffered from Chinese government, for we have to show unity of our Tibetan brothers and sisters who squashed by CCP brutal suppression, and for thousands of those Tibetan who are still be imprisoned and be suffered from tortures.” Tsewang Rinzin also indicated that they would exercise protests including hunger strike, releasing souls of the dead and rally this year. He emphasized that all of these activities would be peace and non-violent. The exiled Tibetan government would make the same decision.

The representative of Dalai Lama in Europe Kelsang Gyaltsen expressed to journalist of Voice of German that the way of Tibetan changing New Year for their families lost any relatives belongs to Tibetan traditional culture, “For common Tibetan families, if there was any family passed away a couple of months before Tibetan New Year, other family members wouldn’t celebrate New Year happily, but grieved for dead relatives instead. For the current suppressed Tibetan situation, there were many people died unfortunately in Tibetan demonstration of last year, and lots of Tibetans were arrested while hundreds of them were still unknown. Therefore, Tibetan government in exile decided that they would not celebrate Tibetan New Year in large scale this year, but prayed for those victims.

In January of this year, Lhasa city arrested 81 people at least, and nearly 6,000 people were interrogated. Local Tibet situation is grim, and CCP officials create terror to maintain social peace facially, especially since this year is the 50th anniversary of Tibet protesting against violence. Dalai Lama restated that what he looks after is the autonomous of Tibet; he hopes Tibet would enjoy more autonomous rights in Chinese constitution, and he expresses publically that he will not pursue Tibetan independence. Hence, numerous Han compatriots that I meet are all understand and support Tibetan compatriots’ human rights activities.


2.Tibet and China unite together to protest against violence

I concern that on the eve of the Tibetan Congress held in Indian Dharmsāla in November 2008, Dalai Lama issued statement to appeal that “Everyone should devote wholehearted effort to discuss Tibetan future together.” Dalai Lama pointed out in the statement that these serial meetings are aimed at supporting “a public forum to understand realistic opinions and views of Tibetan through free and sincere and honest discussion.”

Dalai Lama pointed out in the statement that Tibetan political system needs to be democratized for Tibetan long-term basic interests. Tibetan’s democratization hasn’t acquired any achievements just due to the suppression from the People’s Republic of China. Therefore, Tibetan compatriots exercised sensible reform immediately after exiled to import structural treatment and committee organization elected by people. Nowadays, Tibetan exiled society has completely changed into modern democratic society with its own administrative regulation, and the highest Chief Executive (Chief Minister) is elected by people’s vote. However, the exiled Tibetan organization managed effectively by exiled Tibetan is extremely of great importance for the continuance of striving democracy for Tibetan and Tibetan religion and culture be maintained and preserved.

Since the communication between Tibet and China suspended in 1993, it has been decided a referendum for Tibetan politics renegotiating with Tibetan domestic and foreign Tibetan again. The final decision is that the parliament wants me to continue to supervise and decide by a unanimous vote according to a majority of consensus without formal vote. Thus, the 8 round of Sino-Tibetan conversation with the People’s Republic of China was resumed since 2002, and Dalai Lama always insists policy of “neutral position”, which is recognized universally and supported by quite a few Chinese intellectuals, but CCP still remain the same to the Tibetan policy and Tibetan problem.

All of these facts indicate repeatedly that only by uniting Tibetan and Chinese, only by combine all the nationalities together to protest against CCP’s violence and ally with advanced power widely – can Tibet has bright future!


3.Establishing the Federal Republic of China together

I noticed that as early as December 12, 2008 on which three days after the publication of <08 Charter> subscribed by all walks of Chinese people, it is very invaluable that Dalai Lama declared publically to show his support! <08 Charter> advocates to establish the Federal Republic of China, which inherits glorious tradition of the preceding generations, such as Yan, Jiaqi, drafting <The Federal Republic of China> in 1990, and constitute elaborate blueprint for Chinese future development. <08 Charter> is an epoch-making historical literature; Dalai Lama supports <08 Charter>, which is of historical meaning. This indicates that Tibetan and Chinese people fully unite together! People of all nationalities in China are leading to a broad way of establishing country democratically and building up democratic country!

Dalai Lama declared that when the Universal Declaration of Human Rights coming up to its 60th year, a group of Chinese intellectuals, artists, farmers and lawyers released <08 Charter> jointly to express their longings for promotion of politics, law and constitution. Dalai Lama was deeply moved and encouraged by this, and he took advantage of this opportunity to appeal the People’s Republic of China to release the imprisoned human rights defenders immediately, including Jia Hu, since they are all prisoners of conscience arrested by expressing freedom of speech.

Respectful Dalai Lama, your standpoint has won huge prestige among Han People! Additionally, you open up the official Dalai Lama Chinese website. This website aims at communicating relative important information of venerable Dalai Lama, and introducing mission and idea of venerable Dalai Lama. The purpose of Chinese website is to let more Han people realize and understand Dalai Lama, and carry forward responsibility of love and mercy, peace and ecumenicity.

We can see that respectful Dalai Lama now still live a life of exile for half a century, but in the heart of all people of each country in the world. Venerable Dalai Lama indeed is the most respected world leader, and the extent of populous exceeds the Premier of German Merkel and the President of France Sarkozy. According to German media investigation, Dalai Lama is more respectful than German Pope XVI in the heart of German. We believe that after the democratization in China, you, Dalai Lama will also be the most venerable leader in Chinese mainland! At that time, China will be the advanced country of the world democratic camp, and let us struggle together for the early realization of this day!
