Right now Chinese social system is the dictatorial system and the biggest problem of the dictatorial system is the center power between the government and the officials. It doesn’t limit to the law. Only if the power isn’t monitored and restricted, corrupt appears. This is the major reason that why corrupt problem appears greatly.

Chinese corruptive problem has been very severe. Anti-corrupt doesn’t effect, though Chinese government adopts a lot of ways and policies to avoid it. Chinese government only investigates a tiny problem, lower-level officials, small events and etc, concerning the anti-corrupt problems. Because anti-corrupt bureau belongs to hierarchy administrative, they shield each other and smooth out big things to the tiny ones.

Chinese corrupt doesn’t mean that officials would rather to corrupt, and the government would rather to corrupt, than the CCP to worry about the over anti-corrupt will lead to forfeiting its position. That’s the side effect of CCP’s anti-corrupt.
