U.S. authorities have moved a Guantanamo Bay terror suspect to the United States for the first time to face trial.

The Justice Department says alleged al-Qaida conspirator Ahmed Ghailani arrived in New York Tuesday for prosecution in the 1998 U.S. embassy bombings in Africa that killed 224 people.

The Tanzanian national is set to be formally charged in court Tuesday afternoon.

He faces 286 charges, including conspiring with Osama bin Laden and other members of al-Qaida to kill Americans, as well as individual charges of murder for each death in the bombings.

Twelve Americans were among those killed in the attacks in Kenya and Tanzania on August 7, 1998.

Ghailani will be the first Guantanamo Bay detainee to go on trial in a U.S. civilian court. His trial is expected to be an important test case for the U.S.

U.S. President Barack Obama has vowed to close the Guantanamo detention center by January 2010 and bring some of its suspects to trial.

The plans have sparked a fierce debate in Washington, with both houses of Congress refusing Mr. Obama's request for $80 million to close the prison. Lawmakers argued that it was too early to fund the closure before a plan was established on what to do with the approximately 240 detainees housed there.

The president has said some of the detainees will be transferred to ultra-secure "supermax" prisons in the U.S. and tried in civilian courts, while others will face military commissions. Mr. Obama said his administration also has approved at least 50 detainees for transfer to other countries.
