CCP government officials’ corruption originates from the abuse of power, rent of the power and taking advantage of it. Due to the insufficiency of the current system, different levels of the CCP government have excessive and intensive power. Usually party and political power concentrate together and different levels of CCP government officials monopolize power and not rule-by-law, but rule-by-men. “Absolute power, which generates absolute corruption” has been certified by inexhaustible corruption.

Majority officials in government have excessive and concentrated power and they are not decided by government officials. However, currently autocratic system will result in institutional environments.

Chinese government officials collude with merchants, allocation of power, transaction of power and money. Hence, we only reform greatly and fundamentally from the origin of the system, and then the corruption can be treated fundamentally and eliminated.
