Guilan Zhan:Corruption originates from no restriction of power
Corruption originates from no restriction of power, and no restriction is absolute power. Furthermore, absolute power comes from autocratic system. Today, Chinese anti-corruptive problems are so serious that it extends that everyone knows, and everyone participates, becoming a particular social phenomenon.
What the most obvious character is that Chinese government official monopoly some fields, such as telecommunications, electric power, finance, banking, transportation, public security organs and etc. Whoever manages these departments that mean whoever possesses this power. The administrator has decided all the things in this department and the law is ineffective. The degree of corruption in these departments exceeds what people think. It is no doubt that China becomes a corruptive country.
Chinese government should punish corrupt and not block, even oppress and enclose the corruption. On the country, it should encourage people to participate in anti-corruption. As government, it should keep track of the origin of the corruption, the autocratic system. Hence, to solve the corruptive problems should reform the system.
