Presently Chinese society is an autocratic society. All the things are decided by the government. People don’t have right to elect government officials through their own election. Although Constitutions clearly writes that people have rights to elect, people actually don’t have right-to-elect. They fail to elect the government officials who can meet their satisfactory. The regulation of Constitutions is in vein.

Lacking the environment of free election, Chinese society fails to build up a social system which respects human rights, and also fails to build up a guaranteed legal system. People fail to enjoy the right of freedom of speech.

Human rights conditions in China fail to fundamentally improve for a long time, mainly because Chinese social system lacks reasonability. Chinese government should submit to history trend, impetus Chinese social democratic system reform, thoroughly abandon autocratic system and let Chinese people possess their own right-to-elect and truly improve our conditions of human rights.
