Jin Wang: How far is the poverty area away from the compulsory education?
The population of Chinese village has occupied 65% of the overall population and the quality of the population is very low. We have 200 million elementary and middle school students, but 150 million of them are in the village. Till now, those who are 15 or older failed to receive education for less than 7 years, and almost three years from the average city level. Ranging from 15-64 years old of population in the rural area, those who have received associate degree is less than 1% and has been lower than the figure in city for 13%. We have 85000 thousand illiteracy and semiliterate, and 3/4 of them are centered in the western village, minority area and country-level poverty county.
In May 2001, state council issued the “Decision Concerning the Reform and Development of the Basic Education”. That is to say, the local finance will burden the majority of the input. The data show that concerning the resource of educational fee, the central allocation only occupied 10.9%, including the 10.3% budget. However, the educational fee provided by the local government has occupied 88% of the overall educational fee. The local department of finance especially the county-level finance has the sufficient power, doesn’t it?
The insufficiency of education capital has seriously influenced students’ educational quality. China has invested huge amounts of money to build up houses and roads, why don’t invest on the education? The western country has emphasized education, because they understand that it is students that can create the future. In recent years, the development of China has been rapid, and thus the implementation of free compulsory education is not far away from the reality and it is the crucial to how to realize the awareness of our country.
