Greed is an instinct of human beings. If the power in one’s hands has no restrictions, there will be corruption. In China, wherever there are people there are corruption phenomena. Corruption has already brought a lot of unfairness to Chinese people. The corruptive officials not only take advantages of every chance to collect money, but also employ sever means to bully and persecute ordinary people. Large numbers of people are long living in a situation lack of basic human rights.

Under the one-party dictatorship, the government officials have exclusive access to the national power. The laws of country become merely decorations. The power in the hands of officials loses control. In only a few decades, China has become the most corruptive country in the world.

Chinese government must search for causes of corruption from the systematical aspect. The autocratic system means corruption. The corruptive system gives birth to thousands of corruptive officials. Anti-corruption must first reform the presently autocratic system. Therefore, the expansion of corruptive phenomena will be completely inhibited.
