Gan Ping: Power without Supervision Will Absolutely Lead to Corruption
干萍(Gan, Ping)
The commonly seen corruption in China has experienced a history of six decades. Chinese people are not unfamiliar to these problems caused by corruption. It has a close relation with the society they live in. Corruptors are always the “Parental Officials” to ordinary people. These “Parental Officials” are all levels of officials in CCP government. If we say none of the officials in China doesn’t corruptive, this is true. The reason why officials corrupt and embezzle comes out of their power. Corruption and power are two related aspects. Once a person as power and the power is not supervised by anybody, he will avoid the restrictions from laws. Therefore, this power is absolute power, which will lead to absolute corruption.
Under what condition will the “absolute power” appear? The answer is very simple. Under a autocratic system, absolute power will certainly appear. Autocratic system means a political system without a necessary opposite party to oppose the one-party dictatorship. Nowadays, there is only one administrative party in China, which is the CCP. The power concentrates in hands of government and there is no effective supervision from a real opposite party. Consequently, power in hands of officials is like horse without curb. Large numbers of corruptive officials therefore appear.
The only way to resolve corruption is restricting the power. The autocratic system can’t do the job. We can abandon this system. Instead, we can establish a democracy, freedom, human rights and legislation are all respected system. Only by then can the corruption in China be fundamentally eliminated.
