The Chinese government advocates establishing a harmonious society which requires implementation of rule of law in controlling the country. Rule of law concentrates on ruling authority and officials according to law. Only rule of law can actualize tolerance, justice and a harmonious society.

The purpose of establishing a harmonious society is to build a society with rule of law and actualize the common people’s freedom and rights. In order to maintain social security and unity, the government must face social conflicts as well as problems and maintain the positive image of the government. Media report should not only reveal prosperity of the society but also disclose dark aspects of it, making people comprehend the social situations and implement their function in supervision.

The Chinese government should believe the strength and function of the rule of law, improve the legal system and let the Chinese public possess legal right and interests in supervising public opinions. The public can solve social disputes and supervise social authority according to legal stipulations as well as taking legal means, thus step by step converting China into a real country with rule of law and make China a real “harmonious society".
