The Chinese Government＇s reform and opening-up policy aims to develop economy, and at the same time lead some people to get rich at first. The original intention of this policy is good. In addition, the pace of reform and opening up is also very smooth. However, the Chinese Government officials utilize vulnerabilities of the system to implement corruption and embezzlement. They collude with businessmen to exchange authority for money, which makes corruption more and more serious till it is difficult to control. The Chinese government began to fight corruption and punishes some corrupted officials from time to time in order to make the reform and opening up progress go smoothly.

Although the Chinese government shouts anti-corruption slogans loudly and anti-corruption reports can be seen in media almost every day, the effect of it is not satisfactory. Substantial progress cannot be achieved in anti-corruption. In some areas and in some fields, corruption is more and more severely. What went wrong?

The problem lies in autocratic regime of the Chinese society. Autocratic system itself is a corrupted regime. Authoritarian government officials are major targets of corruption. China＇s anti-corruption must have a fair, equal and reasonable social system as a back up to fundamentally solve the problem of corruption.
