Bao, Shuqun: A Responsible Government is A Guarantee for Environmental Protection in China

It is well known that China is now one of the countries with the most grievous environmental degradation in the world. According to the annual research report issued by The Planning Department of The United Nation in 2009, some bay areas of the Changjiang River and the Huanghe River were listed as dead zones due to severe pollution. In 2008, the World Bank announced 20 cities which were the most seriously contaminated, among which there were 16 in China. According to the latest statistics, area with disappearance of water and soil accounts for 38% of the total dimension in China. In 471 counties of 18 provinces in China, nearly 4 billion peoples’ arable land and homes are threatened by desertification. Some experts estimate that about 1.5 billion people will become ecological refugees in the next 10 or 20 years.
The CCP’s irresponsibility is a major reason for creating the sharp deterioration of the environment in China. Officials of the CCP government pursue high economic growth one-sidedly even at the cost of sacrificing the environment, which creates tremendous damages to nature. What is more absurd is that the autocratic regime of the CCP lets authority supervise science. In local evaluation of environmental protection, by completely controls everything, the CCP officials usually find obedient experts to write the evaluation report and punish those experts who dare to tell the truth. Such a despicable behavior which makes science the servant of politics has brought substantial damages to the environment where the Chinese people have lived for generations. In addition, its detrimental effects have become increasingly apparent.
A responsible government whose authority is restricted is a guarantee for the success of China’s environmental protection. A responsible government represents the citizens’ intention instead of being a trading center for all officials at different ranks to satisfy their desires.Such a government will be responsible for the living surrounding of the Chinese nation, the future generations and the same home of the mankind. At the mean time, we must see that only a government whose authority is constrained will be a responsible one. We must advocate independence of the judicial power, which will not only enable people to effectively investigate the involved officials with responsibilities in the serious environmental pollution or environmental disaster but also intimidate all evil behaviors which damage the public environment for the sake of personal benefits.
