Xiong, Wenjun: Origin of Corruption in China Lies in the Institution
熊文君(Xiong,Wenjun)
What brings the CCP government the most serious headache is corruption of the officials. In order combat corruption, the CCP government used many methods and made a lot of anti-corruption stipulations. In addition, anti-corruption is mentioned in conferences, newspapers and various kinds of document. It even developed a “double discipline ”beyond the law to fight corruption. For administrative purposes, it established a national anti-corruption Council to fight corruption. What is the result? Corruption is becoming more and more serious each year.
Corruption with Chinese characteristic is very difficult to eliminate. The corrupted officials appear one after another, and become more and more corrupted. The more corruption is fought, the more corrupted they are. Such a unique phenomenon forms a sharp contrast with the CCP's enforcement strength of anti-corruption.
In fact, the bigger the determination of the CCP’s anti-corruption and the stronger the enforcement, the more confident of the corrupted officials are. Corruption problem not only develops deeper but also spreads wider in the society. More and more officials are involved in the trend of corruption. Officials exchange authority for money and women. After analysis, origin of corruption lies in the autocratic regime, which enables the officials to possess absolute power that leads to absolute corruption.
