Ruan, Jingwei: Chinese Judicial System must Develop towards Independence.

China's judicial system has many problems. Disordered relationship between the executive power and judicial power leads to the common people’s mistrust of the public justice. Main reason of it lies in several aspects. The first, the judicial power is not independent. The second, the judicial power is unfair, corrupted, and not effective. The third, the government’s administrative intervention on the judicial system is very severe, and the rule of man has taken the place of the rule of law.
How to change the judicial system in China? How to really actualize the rule of law? We should start from the above 3 aspects to implement reform on judicial system and make the judicial power develop towards independence. Under such a condition, we should improve issues of China's judicial organization management.The key is to strengthen professional quality education of the judges and improve their professional standards. The judges should strictly comply with the principle of judicial independence and fully embody the judicial independence, the spirit of judicial impartiality, and fairness, which can make the judges stay at high positions and respectable.
We should gradually establish an image of China's judicial integrity, fairness, efficiency and authoritativeness. As a government department and government officials, they cannot interfere with the work of judge in dealing with cases. They should respect authority of the judges. At the meantime, the judicial department has a necessity of supervising judges.
