To establish a so-called “Harmony Society”, the government of China has long been promoting the idea of constructing legal system and administrating the nation by laws. As a matter of fact, China hasn’t really implemented the “Rule Nation by Laws”. The constitution of China only stays on the papers. Government officials keep on corruptive and big cases of corruption emerge always. The officials on high positions still have privilege outside the control of laws. They can deal with conflicts between people and officials at their will.

Only by respecting human rights can the human rights be truly protected. The two deeds have to be completed collaboratively. The Chinese government claims to ameliorate human rights, but what we need is practical action. Firstly, they must abandon violence and stop persecution to realize an agreeable environment of human rights. Secondly, they also have to promote the democracy political reform and gradually give up autocracy. Therefore, the democracy system can be effectively formed and fundamentally change the environment of human rights in China. As a result, Chinese people can enjoy the human rights and freedom.
