Huang,Jianbing :The way out for the pursuit of democracy and the structural reform of politics in China
黄剑冰(Huang,Jianbing)
The 2010 Nobel Peace Prize was endowed to the Chinese pro-democracy activist Xiaobo Liu, which is a great blessing for all Chinese. For over a century, Chinese people’s pursuit of democracy was finally recognized worldwide. For the imprisoned Xiaobo Liu who said the prize belongs to those dead in the event of “Six-Four”, the words made an ordinary Beijing citizen like me recall the memory of 21 years of sealed experience and witness in that period.
The “Six-Four” event at that time was a peaceful, nonviolent democratic inquiry organized simultaneously by students. This student activity was intended to strive for democracy, human rights, freedom and anti-corruption of government officials but was crushed with extreme violence in the end. Nowadays, though China has achieved great economic success and is recognized worldwide, the populaces’ pursuit of democratic freedom doesn’t realize but official corruption is more rampant, the social income distribution is extremely imbalance, and normal people’s life is more difficult than before.
As China’s ruling party, although the CCP has recognized the currently in effect political system has come to the point of a dead end without reform, senior leaders of the political party in recent days take advantage of various occasions to call for the implementation of structural reform of politics, but this eleemosynary style democratic political reform only limits to top-down political reform, it’s just a political show that address the symptoms, not the cause.
From Xiaobo Liu’s for words in sin we see again there is no fair and independent judicial system in China; Since the Chinese medias’ collective silence after the issue of the Nobel Peace Prize, we witness again there is no freedom of the press. The 35th article in China’s Constitution regulates citizens’ freedom of speech and publishes, but there is no judicial sentence cases based on the Constitution. The freedom of speech and freedom of the press regulated on the Constitution is restricted by administrative rules formulated by all levels of departments. Party character, official authority, and maintain stability are three firewalls privileged classes used to contend with supervision by public opinion.
A country without laws to guarantee freedom of press won’t have true freedom of speech; without a modern constitution and no independent judiciary, there will only be laws but no legal system, and the Constitution alone won’t achieve a constitutional government. Without an independent judiciary, citizens’ liberty and rights won’t be guaranteed, netizen get caught for posting threads, reporters are bitten for interviewing, negative reports being held, words for sin that violate the constitution are nothing strange. All of these are inevitable results of the one party rule. The CCP so-called political democratic reform will bound to a dead end due to its own limitation. The only way out is to end China’s party monopoly and implement multi-party system of the democratic constitutionalism. We are lucky to join the China democratic party overseas and develop a political power that can stand up to CCP. To let the CDP enter the historical stage of China’s ruling party has become an honored historic duty for CDP. Only with the continuous development of the CDP and the implementation of multi-party political system reform under the democratic constitutionalism can Chinese people’s endless pursuit of democratic freedom over the centuries be fulfilled and the society will be fair and develop harmoniously.
