Zhao,Yingshun: Comments on Premier Wen’s political reform speech

赵英顺(Zhao,Yingshun)

Recently Chinese Premier Wen,Jiabao has made several speeches about pushing forward the political reform which drew people’s comments on him again. In the past many people thought he is the best actor in China, he was good at keeping up appearances, made some pretentious speeches, and did nothing afterwards. Some even questioned him, why not go to the common people and care those poor migrant workers and miners who are dead or wounded, why not release political criminal Liu,Xiaobo for his claim of political reform?

If you observe his words and deeds carefully, one can see he is not all talk and no deed, not a bureaucrat who fish for fame and praise. The Premier of ignoble birth truly loves his country and cares for his people. His concerns, his tears, his cries are all from his heart. Many of his words can’t be realized because many things are beyond his abilities.

Many people who join the CPC in early years are idealists who sincerely hope to establish China to one that is democratic, free, prosperous, and powerful. Though most idealists turned to vested interests, bureaucrats and politicians, and political conservatives as their promotion and power is gaining on the ideal. There is still some who maintain original ideals like Hu,Yaobang, Zhao,Ziyang, Wen,Jiabao, and so on.

Being in the political field for several decades, Wen,Jiabao knows this bureaucracy very well. The government is against political reform with all kinds of excuses to maintain the status quo and keep vested interests. Though Wen,Jiabao knows political reform is the only way out, he also realizes he is the minority in the bureaucracy and unable to cope with important matters. He lacks the authority that can summon the storm and churn the waves like Mao,Zedong and Deng, xiaoping. He can’t change the direction of progress with his own ability.

However, Wen,Jiabao hasn’t ignore his conscience. He doesn’t want to accomplish nothing and hold down a job without doing a stroke of work. He found an origin of force, that is the will of the people.

Popular views in China are not ignored like in the ages of Mao and Deng. As the prevalence of internet and closer exchange with outside world, people get more information and wider scope of concern, expression of people’s interests are stronger. China’s popular views have joined to a current which is not neglected by the authority. A few years ago a vender killed a city inspector who is enforcing the law; the city inspector was later declared a martyr, but the vender was not sentenced to death under the pressure of public opinion. The recent Sino-Japan Diaoyu Island incident was influenced by public opinion and the government is very tough. As people are increasingly awakening, public opinions will only be stronger, and put more pressure on the government. The person that bears the boat is the same that swallows it up. Once any interest demands forms to strong public opinion, Chinese government can only comply with the trend, and not disobedient or go against the tide of history.

Wen,Jiabao takes advantage of his status and influence when he saw the usableness of public opinion, he passd bureaucracy and government controlled media to call on the public, preach universal values and call for political reform. He hopes to enlighten the public and awaken society to form a civilian pressure to force government to take actions.

Wen,Jiabao is already a senior, and will step out of the political stage soon. He doesn’t have much time left but he is still making a last-minute effort to do something for the country. He disregards personal reputation and official taboos, crying out loud to gather and expand public opinions, promote democratic reform and advance the society. The old man’s patriotic heart can be stamped on the page of history. His ideals are sure to be accomplished.
