A society ruled by law handles things according to regulations, but the Chinese society isn’t ruled by law, but by men. Chinese government officials under the rule of men can take place of law by words or notes; in nowadays China, if someone can get a note from an official, he can has absolute advantage over approval of land, project contracting, procure products, promotion of officials, even handling cases……writing a slip of paper and greetings exist everywhere in the whole society. Even students enter a higher school or choose schools use official notes.
Handling things without regard to law has become a main character of official corruption, officials like to use notes for everything; notes are humanized and money-like, notes replace policies and laws; official notes are typical character of a society ruled by men, and a characteristic of Chinese society today.
"Running the country according to law" means all levels of government and officials must do things according to law, which is an inexorable trend of historical development, and unavoidable problem Chinese government faces. "Running the country according to law" firstly should control powers of officials, only so can problems like notes be solved.
