News of appeal to higher authorities are coming in thick and fast in recent years, obstruction and interception, arrest and intimidation, reform through labor, or even held in mental hospitals, to deal with appealers, some local government use every method but most of them are done after the appeal.
What’s worse is appeals are not taken into action yet, preparation is crime now. “Euphemistically called” Preparation for Appeal. The thought of appealing creats public disturbance, almost like “thought crime”, regardless of truth, the thought alone is crime, and create impact for social order. It’s a ridiculous excuse for a normal people but appeared on the notice of a penalty decision by the police department.
Using unwarranted “Preparation for Appeal” to oppress appeals, local government on one hand is to safeguard social stability, on the other hand is to cover up illegal administrative doings. “Preparation for Appeal” exposes the original nature of power-power has unrestricted, uncontrolled, and arbitrary nature inherently. It’s naturally untamed, extremist, irrational, and bloodsucking. This kind of illegal administrative conduct, then oppress appealers with feigned crimes are typical abuse of power.
To some extent, “Preparation for Appeal” though is made-up by some officials, but is related to recognition of appeals by upper and lower officials. The recognition is appeals will harm social stability, taking extreme measures to deal with appealers is to maintain social stability. In fact, I rarely see any officials get published for punishing appealers. It can be seen that the sudden appearance of “Preparation of Appeal” doesn’t worth surprising.
