Guo,Lainxi: China should be a country under the rule of law

Chinese government on one hand talks about democracy on the surface to deal with strong demands for democracy and freedom, but privately refuges democracy with various reasons. On the other hand, Chinese government advocates to run state affairs according to law, which is actually rule of men and to rule of law. Solve problems in Chinese society should count on officials not laws.
A country ruled by law emphases to manage power and officials but not the people. The biggest problem China faces is unlimited restrictions of power and officials; all laws, rules are tools to manage the people.
Judiciary in China is not independent, and lacks justice, officials enjoy privilege beyond the law, and the first problem to solve in a legal country is restriction and supervision of power. Chinese government must push forwards political reform; realize a democratic constitutionalism with multi-party rotating regime. To have separation of power in legislative, judicial, and administrative branches, thus to make sure ruling power and officials according to law, and to establish a legal society with guarantees of human rights.
