Since carrying out the reform and open-door policy, the rate of China’s economic development has stayed at a high level, and the economical development has brought improvement at the same time for people's life, but the environmental pollution and the environmental deterioration has also brought one kind of latent crisis for China, even is a threat to China. It has also brought a threat to the general Chinese population and the global population health.
The environment question is also the moral question, and many people have the same view regarding this. Some people think that although China＇s economic growth make a miracle, the social morals is rapidly collapsing. A conclusion is obtained that the faster Chinese economic growth, the faster Chinese society’s moral collapse, the worse environmental pollution. Linking the environment question and the moral civilization question seems to be unreasonable, but at the fact is possible.
For this reason, China’s current environmental protection work is very important, not only and the Chinese government must solve not only the environmental protection problems, but also must solve the legal problems about environmental protection law the question. The environment violation event which occurs in Chinese each region, cause too less responsibility and financial cost. Fine is little and legal responsibility is less, which cause too many environment violation events. Only under a democratic system, these problems are solved completely.
