In China, regardless of mining accident, earthquake or fire, governments in various levels are always not willing to open the name lists of all died and wounded, because these name of lists hide more complex background. Open of these name lists will let people know all important information. For example, in a earthquake or a mine accident, there usually are not real names of died or wounded, only their family members know who is death or wounded. The reason why the government is not willing to open name list to the public is that the government is afraid that people will fight against the government after the people known everything. This also is the reason why the famous dissident Ai, Weiwei is recently arrested. The government takes "protecting privacy" as excuse to block any bad news, and takes "people interest" as excuse to damage people personal information.
Ai, Weiwei thought: The government, by this reason, is not willing to open information to the public information, which is a very funny matter, because in the public event, the family member have all reasons to request that all information to be open. The concerned information included that how many people die, what is the reason for this accident, how to assign the indemnity. All these information is not created by the people, but is the base on which the government assign indemnity to their families. The government must tell the public all the information about all events (how many people die, who are them). This is the most important information on all events. Blocking this kind of information is illegal.
