Many coal mines in China are subcontracted by the government to individuals. The government is only subcontracting the right of exploitation, not ownership. The subcontractors take advantage of the flaw of unclear ownership, to maximize short-term profit and transfer invisible costs of safety equipment to mine workers; this has made the mine safety more uncontrollable. Therefore, frequently serious mine disasters become inevitable. Many people are living in poverty; they rather risk their life to go down the mines. Under this situation, the coal mine’s safety problems won’t be fundamentally changed.

In a dictating country, such as China, government officials and subcontractors can’t resist the temptation of money, so that a common interest group between the government officials and the subcontractor is formed. Money always takes over between the struggle of money and safety. This kind of decision mistakes caused by flaws of social system is the major reason of frequent mine disasters.
