To implement the democracy system and the separation of legislation, justice and administration is against Chinese communist’s single-party dictatorship. The characteristic of Chinese communist’s dictatorship is people are ruling. The June 4th Tian’anmen Square Massacre in 1989 was caused by the decision of martial law made by several CCP’s high level officials. This is the act that flouts the law and typical of ruling by people.

Dictatorship means that political power rules over law. The dictating law is the tool dictators use against people. The democratic law is over political power. The law is firstly used to restrict officials’ power and then to be complied by people. If the Chinese communist government uses law as a tool to use against people, then “rule the country by law” is just ruling people by law. If legislation, justice and administration can be separated and law is considered authority in China, then “ruling the country by law” can be implemented as ruling the government officials by law and ruling people by law, so equality before law can be realized in China for everyone

Chinese communist government always calls for “stability override”. If China is a society of law, then there would be no worries of instability; why would Chinese communist party always uses slogans to maintain social stability, because there is no rule of law in China.
