Chen,Zhaoqiang: Anti-corruption can be effective just in the legal society

Anti-corruption hasn’t been effective for a long time in China. At present there are no laws and rules in China, and it is very hard to succeed for anti-corruption without depending on the operation of laws. That’s because greedy is a common personality of human and lots of people are full of the desire of money and substance. Secondly, there is bad social system in China and it is tyrannical system. Governmental officials have absolute power without any limit, and this is another important fact. Thirdly, the officials involving corruption can get enormous benefit, so every official wants to corrupt.
Corruption takes unjust and unfair to China, and it also increases the cost of living of ordinary people in China. Even though Chinese government take strict measures to anti-corrupt, some officials still go on corrupting. There is a phenomenon of corrupt elements appearing instantly, if someone is caught, there will be someone new, and it has become vicious circle.
Chinese people hate corrupt officials a lot, so the contradiction between people and officials is serious continuously. If corruption can’t be wiped off, the nation and people will not be stable and safe. Chinese government has to take democratic political reform and make the separation of three powers, because anti-corruption can be effective just in the legal society.
