After the corruption, some of Chinese officials become corruptive official, and it can’t be said that all the officials were destined to be corruptive officials, because a lot of officials wanted to be disinterested officials at first, but when they ran the power, they found there was no limit of their power and no supervision from people. Finally, a part of officials could not refuse the attraction of money and deprave to be very greed.
Officials could not break away from the social properties, because they didn’t always exist apart of society and they were the members of society; they were influenced a lot by the society and due to the corruptive political system in China, so the general environment under the corruptive system of Chinese society had so serious stimulating effect on the officials. Officialdom in China advocated the value of money, private benefit, personal achievement, high consumption and decayed enjoyment, so there must be group after group of corruptive officials under the condition, that the power of government and officials lack the limitations. As what should say, pursuing maximization of personal benefit was a common feature of corruptive officials in China.
What measure could prevent officials from unscrupulous corruption efficiently? The radical condition of anti-corruption was a good and reasonable social system. If it is allowed that two or more than two parties hold the power alternately the social system in China, the power of officials will be limited by laws and they must be supervised at the time of using powers; each party can restrict each other in term of benefit to reach the coexistence and balance of benefit between the parties. When government and officials are running the public power, they must treat protecting the benefit of country and people as precondition and then government can prevent officials from corruption in term of system.
