Since the reform and open in China, the speed of economic development is very fast. However, Chinese government doesn’t carry out the policy of ruling by law. The legislation, judiciary and administration in present China don’t stand alone from each other, and when judicial department enforces the law, lack justice and fairy; officials have privilege over laws and many officials corrupt making use of their works, persecute people and violate people’s basic human rights so seriously that there are many contradiction in the society and the effect made by officials of Chinese government is very wicked.
They are government and official’s responsibility and duty to respect people’s basic human rights and people’s body, life. Rights and freedom is the basic value of human rights, as government, they must respect these values and it is the main condition for government’s coming up with the idea of “harmonious society”.
Political reform must be carried out and democratic free system must be built up in China. Based on it, all the Chinese people know the laws and abide by them to make laws become the only criterion of doing things for people. It’s possible to initiate governing the country civilized and build up a “harmonious society” in fact, only based on ruling by laws.
