Guan, Xuexia: Corrupt soil in Chinese society
管学霞(Guan, Xuexia)
Chinese officials corrupted for a long time and they were always struggling against corruption, without restraining corruption effectively. The matter is there is corrupt soil in China and the corrupt soil is autocratic system. The style of autocracy is there is no limitation of power, so officials’ corruption shows a matter of corruption and power’s uniting. Powers out of control and abuse will cause corruption and corruption is a process of Chinese officials’ obtaining money.
Democratic government has the just, fair and open using procedure of power and equivalent exchange must be carried out in democratic society and deny privilege relationships, not standing for power surplus of money. Since Chinese government’s reform and open, the matter of corruption spread widely in China, and the number of officials involved is not only increasing rapidly, also becoming more serious.
The power of Chinese officials is given by government, and it must accept limitation by constitution and people’s supervision, advocating honest and denying corruption. The fact shows if only establish a democratic, free system of laws and wipe out corrupt soil totally, there will be no chances for officials to involve corruption.
