Nothing is perfect. Each one with power at hand is possible to abuse it. To intensify the supervision on government or people with powers, it is required that the one empowered should also bear the responsibility to account equally, which is the origination of Accountability System.
China has introduced Accountability System these years. But the result can be expected to be no good. All officials accounted are promoted or displaced after 1 year. The most incited case is the former director Xie Zhenghua of Environment Protection Bureau, who was not only promoted but also became the leader of the delegated to the Climate Convention in Germany. Bao Junkai, the deputy minister of quarantine and production ministry of the general food watchdog in Chinese Communist Party, who resigned for the Sanlu Poisonous Milk Powder Scandle, was promoted to the general director of the Quarantine Bureau anyway. Too many of such cases show that the Chinese Communist Party’s Accountability System is very superficial, the equivalent of the protection of the twisted mode of corruption and promotion. It has fell into such circle: scandal emerge, then account, and later come out quietly, but once spotted would cause chaos, then the official explanation, in the end everything goes back to normal. This is not accountability at all! This is the syndrome that the official is the boss who protect each other. They went for a vacation for a time if something comes up, and then they resume their power after problem are solved.
No matter it’s accountability system or the improvement of law we talk about everyday, they are all quite right. What matters is how to apply these words into practicality. Such deed will be impossible in today’s China. Because in that way, the foundation of the rule of CCP, which is autocracy, will be shaken. The question why CCP came up with this system anyway? This exactly discloses the core of how CCP cheat Chinese people. As with the increase of Chinese people’s democratic awareness, CCP need something to blame when some major social problem occurs.just like a door gob who can bluff. The accountability of CCP is the picture of the door god which CCP post on the shaken door. Only by abolishing the autocracy of CCP, and establishing the multiparty rule system, can government and its officials be supervised, and only when the power and responsibility equals can be the Accountability System be fully enforced.
