Zhao, Qi: Anti-corruption Relies Not on people but System

In the current Chinese society, corruption is common. Although the issue of corruption is serious, can it be said that most people join the ranks of corruption? Obviously not. To have the right to corrupt, one has to have power and influence, which mostly lie in the hands of influential officials. Therefore, most farmers can not participate in corruption; most workers can not participate in corruption; most of the little power and low-income urban citizens can not participate in corruption.
Since corruption so serious, can most people recognize the shortcomings of corruption? In fact, ordinary people have long been China's abhorrent of corruption. They do not need to participate to raise awareness of corruption, and also it is impossible to raise awareness. Only those who have the powers such as officials or wealthy businessmen can truly participate in corruption game. These people are the beneficiaries of trading power for money, hence how could rules be developed to address the problem of corruption?
Chinese government is tolerating official corruption, creating a reasonable space for corruption. Once we are all greedy and rotten, we are on the same boat. If we all try and participate in corruption, then it increases the security of official corruption. Therefore, it does not depend on people to execute China's anti-corruption, but rather rely on the system.
