He, Yan: Have every child be able to receive compulsory education

Presently in China, the compulsory education does not have its real meaning of a compulsory education system. On the one hand, the distribution of educational resources is not equal; on the other hand, the education administrative department and many schools charged their students for unreasonable reasons, which became a heavy burden for every student. Some students had to drop out of school because they were unable to pay the tuition. As the Universal Declaration of Human Rights, Article 26 says, “everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages.” China is one of the signatory states, and therefore has the duty to abide by the articles.
At the beginning of economic development of China, the economy was lagging far behind. The education environment was difficult, and education budget was quite limited. Students from many places cannot have the benefit of compulsory education and therefore they had to drop out of school. However in modern-day China, the economy has developed dramatically, and education also entered the era of popularization, equalization; and related policies about compulsory education has been carried out by the Chinese government. So why there are so many students who have to drop out of school?
The compulsory education is a law about education, and therefore the Chinese government and education administrative department have to give every student an equal education opportunity. The essence of compulsory education is to let the students from poor families be able to receive a normal education like others. Thus the Chinese government has to conscientiously implement the compulsory education policy, while not to treat education as a certain industry. Also they need to cancel the fee collection system in elementary education, so that every child has the opportunity to go to school, and the education in China will rise.
