Cao, Jianping: Why Do So Many Chinese People Wish to Promote in Office and Become Rich
曹剑萍(Cao,Jianping)
In China, people are always envious of government officials. “Winning promotion and getting rich” has long been the directed thinking in the minds of thousands of Chinese people. Being a government official is a dream of every Chinese people, the officials of the Chinese government could not assume responsibility for anything, and it is an occupation of no risk. What’s more, a government official could abuse his power to seek personal gain, participate in power-money deal, and involve in corruption without the slightest hesitancy.
Today, the Chinese government is aware of the seriousness of corruption, therefore anti-corruption is stressed in government work. Some corrupt officials were investigated and punished, and eventually fell from power. However, those officials did not illegally get the largest amount of money, and were not the worst corrupt officials. The phenomenon of “no sooner has a corrupt official fallen than another step into the breach” has been endlessly presenting in the Chinese society.
The experiences the democratic countries have tell the Chinese people that effective anti-corruption needs a social system of democracy and rule of law. The realization of separation of the executive, legislative, and judicial powers is the key point of the establishment of a society governed by law. Why do the potentates of the Chinese government not allow a “tripartite” political system in China? The reason is simple, if China realizes “separation of the three powers”, then the government officials will lose privilege; without privilege, they cannot wantonly seek personal gain, and will lose pleasant and prodigal life. That’s why the Chinese officials disapprove of democracy and rule of law. In order to deal with the people’s demand of punishing corruption, the government puts forward democratic socialism with Chinese characteristics. In fact, it’s just a lie that is unable to explain clearly, and hardly understand. Consequently, a social system with separation of the executive, legislative, and judicial powers will make China’s anti-corruption a success.
