Li, Shaoying: The Inhibition of Officials’ Corruption Must Rely on System
李绍英(Li,Shaoying)
In today’s Chinese society, a saying as “if you want to become rich, then become a government official first” is widely spread. How true it is that a majority of the Chinese officials have authentically become rich. Furthermore, they all get rich quick, you cannot imagine that how quick they become rich, and can’t believe that how rich they are. Today, the amount of money involved in corruption always starts from hundreds of thousands, it is merely a small wealth that one embezzles only millions of yuan; if one can embezzles tens of millions, or even billions in capital, then he can be considered as “being truly rich”. It is dumbfounding that the rich own billions or even tens of billions of yuan.
What do the Chinese officials draw on to corruptly and unscrupulously accumulate tremendous fortune? The first thing they can depend on is absolute power, and then is a social system of one-party dictatorship. The Chinese system is lacking in effective supervision. The powers the ruling party grants to its officials do not need to accept legal constraints and supervision from the public. Absolute power results in absolute corruption.
For the purpose of China’s anti-corruption, supervision and restriction must be exercised over the power. To do this, the country must put rule of law into practice, realize separation of the judicial, executive, legislative powers, and implement a democratic system of several parties taking turns on government. Only by this way, could the officials be forbidden to being corrupt, and will they be led to rectitude and incorruptibility.
