Wang, Zhigang: The Corrupt System Is the Root of Rampant Corruption

Official corruption is the most troublesome problem in Chinese government. Even though the government shouts the slogan of “anti-corruption” and fights against corruption all the time, the corruption problem is trending towards severer rampancy. Since the policy of “reform and opening-up” was implemented over 20 years ago, the number of Chinese government officials involving corruption has climbed to tens of millions. Both primary-level government workers and high-ranking officials have relationship with corruption cases. Particularly, the cases of high-ranking officials involving corruption endlessly take place, government anti-corruption organizations continually investigate, but nothing can stop the officials from involving corruption.
What on earth is the reason why corruption problem is increasingly sharpening in the Chinese society? That’s because: firstly, the social system has some deficiencies, and autocratic system is a corrupt system. Secondly, law enforcement departments for anti-corruption are lacking in strength. The judiciary is not independent, and is not separated from executive. What leads to corruption just like drug that is all-pervasive. Today, the Chinese communist government realizes that the rampant corruption will ruin its autocratic regime. Consequently, the government makes use of the media to propagandize its determination against corruption. However, the nature of the government is corrupt, which results in little progress. Only through separation of the executive, legislative, and judicial powers, will the serious corruption be inhibited.
