Restricting government officials’ power needs to rely on a rational social system. With a rational social system, power can be open, and can be put in a transparent situation. The reason virus’ breeding rate is so fast is that Virus has a dark, damp, breeding condition. If exposed in sunshine, virus would lose its survival condition.

Chinese government officials’ power is given by a dictatorial system. Power is not open and not restrict by law. Government officials abuse power, just think about self-interest, and make trade between money and power, being very corrupted. If place the power under sunlight, corruption would be like water without a source and a tree without roots, it will lose the survival environment. This sunshine is a democratic and free system, and the power under a democratic and free system can be subject to legal constrains and public supervision. With this condition, corruption would be hard to exist.

The Chinese government never thinks about taking anti-corruption actions from social system, the current anti-corruption style can only solve from surface, not from root. Today, whenever find corruption case, they will deal with the government officials involved. Besides, they also use party discipline to replace law, protecting the corrupted government officials get away from law’s sanction. Therefore, only achieving a democratic system, can the anti-corruption work be successful.
