Zhang, Jiaqing: Institutionally Restricting Powers may restrain the Severe Corruption
张佳卿(Zhang,Jiaqing)
The Chinese government has proposed to fight against corruption for many years, meanwhile, it also established special anti-corruption executive agency. Although the government made a large determination and investment to fight against corruption, and has punished corrupt officials at various levels, the problem of corruption in China did not fundamentally solved but getting worse, what is the cause for this?
China implements one-party ruling, under the system of long-time China Communist Party’s exclusive governing, powers lack of effective and strict supervision system, thus official’s powers basically do not constrained by law, and even overpower the law. In China’s society, having power means having everything. Powerful officials could collude with each other, and could seek private gain through power, to achieve power-for-money deal. That is to say, the current political system in Chinese society is a corrupt one, once the corrupt system exists, a large number of corrupt officials generates.
Thus, in order to fundamentally root out the problem of corruption, the one-party ruling political system must be ended, as well as gradually implement multi-party alternation of power, putting government and official’s powers under the sunlight, and making the powers under open and transparent supervision and restriction. Only by restricting the powers in the political system level, could we effectively constrain the severe problem of official corruption.
