Chen, Qiliang: China’s Anti-corruption needs to Reform Social System

Corruption phenomenon in China is getting worse, because of the existence of a corrupt social system in current China, the long-term one-party ruling in China leads to the powers of officials lack of the supervision from other parties, which contributes to a living environment for corruption. For a long time, corruption has been tolerated by many people, and some even accept it, since ordinary people have no alternative to deal with the corruption.
Government officials control the state power, some of them get involve in corruption driven by the interests. Since they have common interest, officials take care of each other, and stick together to form a steady community of interests. The officials have an abnormal mind that since everybody is corrupt, they will not be investigated for legal responsibility, and they even treat the common corruption as making mutual benefits.
Group corruption for officials has an even worse nature, which creates ripple effects that lead to the spread of group corruption in China. Group corruption cases occur in a large number demonstrates that absolute power would definitely lead to absolute corruption, and the one-party autocracy in China acts as the protective umbrella for absolute power. Therefore, Chinese government must change the one-party autocracy in order to punish corruption, as well as to exercise multi-party democratic constitutionalism system.
