Jiang, Yuchen: Only Realizing Rule of Law Can Ensure Environment Protection

After the economic reform, China keeps a rapid pace of development, which improves Chinese people’s living standard. In the mean time, environment pollution causes the pollution of air and water, and the whole natural environment is gradually deteriorating. China already has potential environmental crisis, which brings threat to people’s health.
In some places, the environment problem is also a moral problem. Some people, especially the officials, only focus on the growth rate of economy and emphasize on economic output, while totally ignore environment protection works. The environment pollution caused by enterprises that relate to chemical or extractive industry is much greater than the economic benefit they bring. We can say that this is a devastation of moral civilization, thus it has a profound significance if we connect the environment problem with the moral problem.
The Chinese government, on the one hand, should improve the legal system regarding environment protection; on the other hand, have to solve the problem of the violation of environment law. From the severe environment pollution incidents in some place of China, we can see that the illegal cost is too low as to the violation of environment law, in which most of the penalties are replaced by fines. The fundamental source that the environment problem cannot be solved comes from the current social system. Only Realizing rule of law can ensure environment protection.
