Ruan, Dilong: Realizing Democracy and Rule of Law in China is the Key of Controlling Corruption

Corruption derives from the uncontrolled power. Where there is power, there is corruption, so that we can say the corruption and the uncontrolled power are a pair of twin brothers. So, the corruption is the product of unfettered powers, and as a social phenomenon, the corruption, at all times and all over the world, exists everywhere. China’s corruption existed in the past, while now more serious.
China’s corruption mainly happens within the government and among the government officials, because China is an autocratic society, the powers under which could stand above the law, such kind of powers are absolute powers that would inevitably lead to corruption. The development and spread of corruption in China severely impede the development of the national moral civilization and destroys social fairness and justice. On the one hand, Chinese people hate corrupt officials and all the other corruptors, on the other hand, the people are turning to accept such conceptions: “If you want to get a thing done, you should find the right person, and cost some money”, “As long as willing to spend money, nothing is impossible”. Therefore, “Money makes the world go around” becomes the social belief in China. And the corruption spreads from official circles to the fields of public service where the people should fully receive their services, such as health care and education field. Because of the uncontrolled powers, many people have to pay extra money for the basic services that they ought to enjoy.
When Chinese people’s rights cannot be guaranteed, the people have no choices but to spend extra money, which encourages the selfish desires of the corruptors and destroys the credibility of China’s society, and would lead to the loss of confidence from the people as well as the collapse of the society. After all, the root of the problem lies in the political system of China, only by realizing democracy, freedom, human rights and the rule of law, could the spread of corruption be contained.
