In China, many people lose their jobs, hundreds and thousands of factories bankrupt, large numbers of workers are laid off; the lands that the farmers rely on are forcibly expropriated, resulting in them losing basic survival condition, while the Chinese officials actively get involved in money-for-power trade, corruption, and live a luxury life. Today’s China is far less than the Communist government describes it as prosperous, stable, but a place where the people are boiling with resentment.

Although the Chinese society is filled with people’s grievance, the government and its officials pay no attention to it. Why did the officials have no fear of the people’s grievance? Because today’s Chinese government as well as its officials is not elected by the people. When the officials are taking part in corruption, they even compare with each other on the amount of money they have grabbed, in that the laws could not contain them and the people are not able to supervise them. So the government officials could conceal their property, conduct black case work, indulge in eating, drinking and pleasure-seeking, and spend money like running water. If only China’s authoritarian system remains, the government cannot carry out anti-corruption work, which is condemned to be ineffective.

Anti-corruption work needs a basic precondition that is the judicial independence, to ensure the authority of the law. Launch the anti-corruption work under the rule of law; carry out democratic elections, public officials' property, pay attention to fairness and justice, and let the power of the government and officials under the rule of law receiving restriction and supervision, to force the officials to correctly use their power. Implementing the rule of law is an important precondition to the cause of anti-corruption.
