Wang, Dong: Chinese Government should permit free assembly

Peaceful assembly is a means of citizens to express opinions and attract attention. However, the clause of assembly in the Chinese Constitution has not been fulfilled in the present China. Chinese government officials have already formed a habit, that assembly and demonstrations are equal to “trouble-making” which needs police forces to “maintain (social) stability”. In fact, most of the assemblies are peaceful; people just need to express their living problems to the government. To some assemblies supposed to be peaceful, the government finally improperly handled them into violent events. The government is actually the “unstable social factors” indeed.
The majority of the Chinese people are honest, docile, and they never make troubles for the government. Because they know making troubles for the government will finally lead to troubles for themselves. In this case, the Chinese government should not prohibit public organization assembly. Otherwise, even though the government could wipe out the events, without solving people’s pursuit, they are burying the unstable seed.
It can make a long period of stability for Chinese society to allow peaceful assembly, which Chinese people have never tasted the sweetness of it. From 1949 up to now, not a single public assembly was authorized. Clearly, people should apply for the governmental authorization for the public assembly. But in a democratic country, governmental approval is just a political procedure to make sure the time, location and the suitable manner of the assembly. For example, it is not allowed to shout slogans in the middle of the night, it is not allowed to affect people’s rest, it is not allowed to make traffic congestion during the rush hours, and also riots and violence is not allowed. However, the Chinese government turns the approval procedure into a tool to deprive citizens’ rights of assembly, which is abuse of governmental power. The Chinese government used to disapproval people’s assembly in the name of "disturbing social order", so that make people's assembly into "illegal", which give them the government rights to used police and troops to repress the so-called violent assembly. We are calling on the Chinese government to return people’s right and freedom of peaceful assembly.
