China has become a world famous corrupt country. In such environment, no official is not greedy. Chinese corruption is just unfolding, just like the shadow following the form. Since the financial reform and opening, every Chinese people accept a fact that every official is so greedy that the degree of corruption could trigger a revolt, or even lead to the end of the country and the Party. The deep roots of the phenomenon exist the defects in Chinese political system. Currently in China, the political system is the dictatorship of Chinese Communist Party (CCP). The governmental officials are directly appointed by the CCP, rather than voted by the Chinese people. These officials have the power beyond the legal limit, they can profit from power-money exchanges easily. Almost no official can withstand such as great temptation. This has become the soil of corruption.
Over the years, the Chinese government advocates anti-corruption policies with vigorous voice. Senior officials always stressed the importance of anti-corruption in all kinds of meetings. They even give the warning of “Anti-corruption or country dies, Party dies.” Each term of the CCP government has launched many anti-corruption actions, also captured and punished a lot of corrupt officials. However, corruption has not effectively inhibited, on the contrary, it has become more and more serious, much more senior officials was found involved in corruption, and the amount of money involved was more than before.
The Chinese government never stops corruption from the system level. Simply relying on the administrative means only makes the process of anti-corruption harder, slower, and ineffective. The CCP tries to control the corruption with administrative means, which only makes it more and more serious in Chinese society. In fact, to make anti-corruption successful, democracy and legality must be achieved, and all the power and authorities must be monitored in China.
